Agents as Economic Actors

Once an agent can make a decision that costs money, a question follows immediately: who is the economic actor — the agent, or the person or company that deployed it?

Delegation, not independence

Today, every agent's authority to spend traces back to a human or organizational decision: a spending limit, an API key, a set of permissions someone configured. An agent is best understood as a delegate with a scoped mandate, not an independent economic actor with its own legal standing — the human or company that deployed it remains accountable for what it does, in the same way a company is accountable for an employee acting within their job.

The three things every agent-economy interaction needs

  1. Authorization — proof the agent is actually permitted to act (a scoped credential, not a shared password).
  2. Constraints — hard limits (spend caps, allowed categories, approval thresholds) enforced outside the agent's own reasoning, since reasoning can be wrong or manipulated.
  3. Auditability — a record of what the agent decided and why, so a human can review it after the fact.

Systems that skip any of these three are not "agent economy" systems in a meaningful sense — they're automation with extra steps and less oversight.

Why trust infrastructure matters more than intelligence here

A more capable agent that lacks scoped authorization and hard spend limits is more dangerous, not less — it will pursue its goal more effectively, including goals that were mis-specified. The economic risk in agent-driven transactions comes disproportionately from weak guardrails, not from insufficiently smart agents.
